To design a concrete mix how to select water cement ratio ,water quantity or cement quantity upto M100

some assume  water quantity and w/c ratio initially and calculate cement weight & some select cement quantity and  w/c ratio  initially and calculate water  weight and proceed to design the mix. explain these procedures. and explain how to select these parameters exactly to satisfy IS method or ACI method.
